The main reason for using 32bit riser with ribbon cable is that 6th slot ( 7.2" away from the keyboard end of your mainboard ) of your mainboard is not a 32bit PCI slot.
The ribbon on the riser card is 1.75 inches ( or roughly 4.5cm ) and will allow you to reach the 4th slot ( about 9" from the keyboard side of your mainboard )
